国际合作处是学院实现对外交流和国际合作的职能部门、负责制定学院对外交往、国际合作计划和管理规章制度；负责国外组织、机构和个人以及港澳台组织、个人的接待和安排，负责选派人员出国培训、学习；组织协调承办国际合作与港澳台的合作项目。

目前正在开展的主要国际合作项目：

民政学院-美国路易斯威尔大学肯特社会工作学院社会工作培训项目

合作期限：2004年—2009年

• 主要内容：

A．肯特学院接待从中国民政部挑选的专业社会工作教师。

B．民政部接待肯特学院挑选的专业社会工作教师。

C．肯特学院接待中国社会工作官员，社会福利机构管理人员和大学教师，并负责社会工作理论，政策和实务的培训及参观福利机构。

D．肯特学院接待民政部高级官员，负责对他们进行培训，为他们开设社会福利政策发展的分析及实施；社会公共管理；社会工作理论和实务及参观福利机构；观摩美国各级政府的社会福利、社会政策的有关管理部门。

E．肯特学院和民政部和民政部管理干部学院有意合作开发教材，教材将以西方社会工作理论为基础，且要与中国文化相应并有利于中国社会工作专业发展。

F．根据民政部和肯特学院的发展需要，双方可在两校的任何一方举行进行培训教育方面的研讨会。

京港合作开拓中国内地社会福利慈善教育培训计划项目

项目期限：自2000年起

主要内容：香港慈善家王梁洁华博士特别关心我院贫困学生特别是孤儿学生的成长，同意捐款100万元人民币作为社会福利慈善教育培训基金。该项目的主要目的是，每年把100万元人民币捐款基金利息作为奖学金资助品学兼优，家境贫寒的学生完成学业。目前已有100多名贫困生得到了资助。

民政部管理干部学院—香港复康会-中国残疾儿童康复培训中心合作开展的儿童福利工作人员康复技能培训项目

项目期限：自2001年起

主要内容：该项目旨在提高中国残疾儿童康复工作人员的整体素质，进而为残疾儿童提供更高质量的服务。该项目由民政部管理干部学院、香港复康会和中国残疾儿童康复培训中心联合主办。儿童福利专业证书班第一学年课程在2002年已全部结束，培训学员共120名，分别来自65个工作单位。2003年将进行第二学年的课程。

中挪合作项目

合作期限：自1996年起

主要内容：

（1）人员交流，该项目将组织国内民政干部以及社会工作专业人员去挪威访问学习，同时，挪威也派人来中国访问；

（2）接受社会工作方面的专业培训；

（3）翻译书籍，合作双方翻译、出版有关社会工作方面的书籍；

International cooperation

The International Cooperation Office is a functional department, which is in charge of foreign exchange and international cooperation. It draws up the cooperation plans and regulations of exchange; receives organizations, institutions, and individuals from abroad or Hong Kong, Macao and Taiwan; selects people to study or be trained abroad; coordinates or undertakes cooperation projects with foreign countries or Hong Kong, Macao and Taiwan. The main current cooperation projects are as follows:

• China Civil Affairs College, MCA-Kent Social School, UoL Social Work Training Program

Cooperation Period: 2004-2009

Main Content:

1. Kent School hosting selected professional social work teachers from Civil Affairs College of MCA;
2. Civil Affairs College of MCA hosting selected professional social work teachers from Kent School.
3. Kent School hosting social work officials, administrators of social welfare and university personnel from China for training in social work theory, policy and practice and to visit social welfare institutions
4. Civil Affairs College of MCA hosting selected social work students from Kent School.
5. Kent School hosting senior personnel from the MoCA for training and development in social welfare policy development implementation and analysis, social and public administration, social work theory and practice and to visit social welfare institutions and programs to include government officials involved in social welfare development, policy and management.
6. Kent School and Civil Affairs College of MCA propose to develop cooperative and collaboratively teaching materials that will utilize western social work theory as a foundation with adaptation to the Chinese culture and social work profession that can be utilized in China in the teaching of social work professionals.
7. Based upon needs of Department of Personnel & Education of MCA, Civil Affairs College of MCA and Kent School special panels, workshops and seminars may be developed for education and training at either institution.

Beijing-Hong Kong Training Program on Social Welfare and Charities Education of the Mainland

Cooperation Period: 2001--

Main Content: Doctor Liang, is the philanthropist of Hong Kong, who shows great concern for poor students, especially for the orphans, and has donate 1 million RMB to our college as the education fund of social welfare and charities. The aim of this program is to take the annul interest of the fund as the scholarship to help the poor student who are excel to complete the study. At present, more than 100 poor students have got this reward.

China Civil Affairs College, Hong Kong Rehabilitation Association, China’s Rehabilitation Training Center of Disabled Children Collaborative Skill Training Program on Social Welfare Staff

Cooperation period: 2001-

Main Content: The aim of this program is to improve the quality of the staff who work for China disabled children’s rehabilitation, and further to provide even more qualified service for disabled children, this program is hold by China Civil Affairs College, Hong Kong Rehabilitation Association, China’s Rehabilitation Training Center of Disabled Children. The first phase of course training has finished in 2002, trained 120 workers from 65 units. The second phase will be proceeded in 2003.
